Bill C-648 – An Act Respecting the Prevention of Potential Health Risks From Radio frequency Electromagnetic Radiation

Good afternoon,

As you are aware, we joined MP Terence Young in Ottawa for the introduction of Bill C-648 – “The Warning Labels for Radio Apparatus Act”. We are very pleased with the cross-party support we have received with 15 MP’s publicly committing to support the bill to date, including former NDP health critic MP Libby Davis who requested to be a seconder on the Bill. We also received coverage in ten separate media outlets on the day’s following the event.

We are disappointed, but not surprised, with the reaction from the Industry. Their dismissive comments tell us they will continue to keep their safety warnings buried in their manuals. Warnings that clearly state a minimum distance that all devices should be held away from our bodies and those of our children. See CWTA (Canadian Wireless Telecommunications Association) comments HERE in response to Bill C-648. This lobby association represents most major telecom companies in Canada.

Momentum is building around the world in countries dealing with the unsafe use of technology. The French Parliament recently passed a law requiring all advertisements regarding cell phones must now show a device (ear buds or speaker mode) that limits exposure to radiation. The same French law banned the use of WI-FI in day care centers and nurseries for children three years of age and younger. See HERE for our interpretation of the new law.

Taiwanese lawmakers just last week passed new legislation in which parents who allow children younger than two years of age to use tablets and smartphones face fines. In Belgium it is illegal to market cell phones to children younger than 7 years of age.

While the 15 supportive MPs to date is good start to Bill C-648, there are another 293 MP’s across Canada that share in the responsibility to protect Canadians. If they are not, we ask you to send them an email outlining why you think they should support this important bill. We have supplied suggested points for you to consider.

C4ST will be in Ottawa next week discussing Bill C-648 with select MPs. All Canadians have a right to know that there is a safe way to use and enjoy technology. Bill C-648 is a major step to help raise awareness.

Cris Rowan has spent the last 35 years working as a pediatric occupational therapist in homes, schools and clinic settings. In 2004 Cris began collating screen impact research into a topically organized Fact Sheet with now over 600 research referenced articles. Cris started her research-referenced blog Moving to Learn for parents, teachers and clinicians in 2005 writing about timely, provocative and controversial topics related to screen overuse/addiction. Cris’s Fact Sheet research was foundational for her Foundation Series Workshops as well as for publishing her book in 2010 “Virtual Child – The terrifying truth about what technology is doing to children”. To date Cris has provided over 450 workshops for students, parents, teachers and clinicians under Zone’in Programs. Since 2018 Cris has been an integral member of Fair Play – Screens in Schools committee launching the comprehensive Action Kit for teachers in 2024. Cris’s OT services in BC First Nations schools was integral for developing her revolutionary Screenbusters Program where she trained students to provide ”Tech Talks” for their peers in classrooms. Screenbusters is a free, online, 5-hour certification for teens who are supervised by certified Balanced Technology Management staff.
